After successful winIDEA installation, settings, workspaces, templates, and special function registers are located in the following folders:

Database location
The database (SFRs) location is displayed in the Tools | Options | SFRs.

Older winIDEA versions:

9.17.69 - 9.17.140: SFR database is located in the folder %LOCALAPPDATA%\iSYSTEM.
